For the last 3 months I have sent a Registered letter to my sister in law at W9025 Hilltop Road Portage Wi and the carrier has refused to deliver those letters. In fact I sent one this month Signature Required ,she was waiting outside to sign for it and the carrier refused to deliver the letter. This requires her to drive to the [post office and pick it up. Since when does the carrier decide what he will deliver or won’t deliver?
